Consumer Information Obligation (CIO)

If your main activity is selling packaging, you must give your customers information about:

  • return, collection and recovery systems they can use
  • their role in reusing, recovering and recycling packaging and packaging waste
  • what recovery and recycling symbols on packaging mean
  • how to get copies of waste strategy guidance

You must upload an explanation on how you will achieve this.

Sellers of packaging are required to promote to consumers the role they have to play in the re-use; recovery and recycling of used packaging, and must provide them with the following information:

  • Where packaging can be taken to be recycled
  • What the customer’s role is in recycling
  • The meaning of labels on packaging
Packaging (Essential Requirements) Regulations
The main requirement of the Regulations is that no one who is responsible for packing or filling products into packaging or importing packed or filled packaging into the United Kingdom, may place that packaging on the market unless it fulfils the essential requirements

The essential requirements are, in summary:
i) Packaging volume and weight must be the minimum amount to maintain the necessary levels of safety, hygiene and acceptance for the packed product and for the consumer.
ii) Packaging must be manufactured so as to permit reuse or recovery in accordance with specific requirements.
iii) Noxious or hazardous substances in packaging must be minimised in emissions, ash or leachate from incineration or landfill.
