What is a Scheme Administrator?
The Scheme Administrator, or Pack UK, is the organisation that has been appointed to oversee the UK’s EPR for packaging (pEPR).
In simple terms, Pack UK will be responsible for:
- Overseeing the implementation of pEPR and ensuring a smooth transition
- Setting fee rates for household packaging material
- Collecting these fees from obligated producers
- Make payments to local authorities to cover the costs of managing that household waste.

What is pEPR?
pEPR: Extended Producer Responsibility for packaging.
This is a UK wide scheme, that essentially moves the full cost of dealing with household packaging waste away from the taxpayers and onto the packaging producer themselves.
A new era in packaging
It sounds a little ridiculous, but we’re way beyond the age old adage of reduce, reuse, recycle.
pERP is a major shift in responsibility, and ultimately driving UK organisations towards a circular economy.
With the introduction of Modulate Fees in 2026/27, as well as support for local authorities recycling efforts, the appointment of Pack UK is a fundamental change that can’t be ignored.
